This text is a compelling scholarly counter-argument on behalf of the British government in the legal dispute over seal hunting and fishing rights in the Bering Sea. The British asserted that Russia had never enforced exclusive jurisdiction over the sea. Rather, they argued that Russia only claimed sovereignty over land territory in Alaska. The primary evidence for this argument was the fact that the Russian government had never officially notified foreign powers about the supposed ban on hunting and fishing in the Bering Sea. In addition, the paper argued that the "Charter" of 1779 granting exclusive hunting rights to the Russian-American Company did not apply to foreign nationals. The author then analyzed in detail a group of letters from 1820-1822 between Russian officials discussing hunting and fishing in the Bering Sea.
