In the last two decades of his life Jeremy Bentham became interested in molding Spanish America into the ideal model of his utilitarian thought. To achieve the goal, Bentham twice attempted to immigrate to the New World. He then turned to his pen to shape the development of South America. In her study, Miriam Williford discusses why Jeremy Bentham chose South American as his opportunity to effect a comprehensive political code and considers the result of "his intense desire to see the law of the land not only written but complete and systematized." Such a code--drawn up by Bentham--assured proper development for these lands whose independence from Spain he sought. He advocated a free press and instructed his readers on needed educational reforms--from the use of the Lancaster method to the proper choice of books for libraries. He alos planned an inter-oceanic canal that remarkably resembled the Panama Canal. This work reveals many unknown and unpublished documents that include the special laws, plans, codes and recommendations that Bentham drafted in hopes of realizing his Utopian dream in Spanish Ultramaria. As Williford demonstrates, the communication between the Light of Westminster and the struggling Spanish American states reveals much of interest about present-day politics and emerging countries.
