The Regional Institutes belonging to the Institute concentrate their research on the often troublesome attempts at regional cooperation in Asia, the Arab countries, Latin America and Africa, whereas the Institute of Comparative Overseas Studies analyses the issue globally: what are the implications and consequences of South-South economic cooperation for the existing international economic order, and for the new one which is still a subject of debate? The emergence of Third World multinationals as new actors in the international economy adds an interesting dimension to already complex international economic relations. Institutes and scholars from many countries, including the home countries of Third World multinationals, have in recent years produced empirical evidence and made conceptual refinements which allow new insights into the problem and broaden the issue to include new questions. It was against this background that the German Overseas Institute decided to organize an international conference on Third World multinationals to undertake an assessment of the existing research on these new multinationals and to analyse their role in promoting economic relations among developing countries. The conference, held from 6-8 November 1985, was made possible by a grant from the Volkswagen Foundation to whom we wish to record our gratitude. Moreover, we are grateful for the readiness of the conference participants to travel to Hamburg, and to deliver their written contributions in a relatively short time.
