Historical Sketch of the United States Naval Academy (Classic Reprint)

9781331326878: Historical Sketch of the United States Naval Academy (Classic Reprint)

Excerpt from Historical Sketch of the United States Naval Academy

Before the Navy Department was established by the act of 1798, the Navy could hardly be said to have any independent existence. The acts of Congress had provided for a small armament, and a body of officers proportioned to the number of ships. The officers were selected from the merchant service, the upper grades being filled by those who had served with distinction during the Revolution. The Navy thus got a few commanders of tried ability and courage; and most of the junior officers proved themselves brave men and good seamen. As a beginning of the future organization, eight midshipmen were placed on board each ship. These were appointed by the President from civil life, under no limitations as to age, education, or fitness, except what the appointing authority saw fit to impose on itself. Most of them had never been at sea before, and very few knew any thing of either the theory or practice of navigation.
