Dr. James D. Lockett completed undergraduate studies with a concentration in political science at Morehouse College and then studied library service at Atlanta University where he received a M.S. degree in library service. He then studied international relations at Case Western Reserve University where he received a M.A. degree. He then studied state and local government at Vanderbilt University, Nashville, Tennessee; higher education, Southern Illinois University, Carbondale, Illinois; administration of higher education, University of Mississippi, Oxford, Mississippi; geography and history, University of Alabama, Tuscaloosa, Alabama. He completed his doctoral studies in history/humanities at Atlanta University. His areas of specialization are American history, Afro-American history, political science (with stress on international politics, and American government-national, state, and local), and geography. He taught at: Allen University, Tennessee State University, Tuskegee University, St. Augustine College, and Mississippi Valley State University. Locketts research and publications include the following: " A Study of the Development and Administration of Air Bases in Liberia During World War II, Aerospace Historian (Fall, 1986):146-154, James A.
