The late 90s and early 2000 saw Zimbabwe in a serious economic quagmire and hence a lot of challenges which was characterized by the privatization and commercialization of the state owned enterprises. This was all meant to ensure that the state enterprises were generally in sync with the changing operating environment and need for efficiency and effectiveness. The departments of taxes and customs and excise were not an exception and hence the change to Zimbabwe Revenue Authority (ZIMRA). The change that took place has resulted in this research being undertaken in order to analyse how the change effort was conducted and managed for improved efficiency.
