Against the globalization of OECD economies, internationalization is seen as one of the most important challenges for higher education but the question is how are they coping with this challenge. What is new is that this movement for internationalization is not only about expanding international exchange of students, but it is also about changing the contents of curricula and the ways they are delivered for domestic students. In spite of differences in educational structure, higher education institutions are making similar efforts to internationalize their programs. Based on the discussions and papers presented at a sieminar organized by the OECD Center for Educational Research and Innovation held in The Hague in 1995, this publication presents a comprehensive view of the development and approaches taken by individual countries for internationalization. It should become avaluable source of information and ideas for governments and higher education institutions interested in internationalization.
