As a pioneer railway the Canadian Northern opened up vast expanses of unsettled areas, established more than 550 prairie towns and villages, and facilitated much of the northern prairie's economic development and growth during the early decades of the twentieth century. While the railway provided very necessary and important services, as this study shows, it was also a developmental and speculative venture, and enriched those promoters who recognized its potential. The close relationship between William Mackenzie and Donald Mann and politicians created much opportunity for favouritism, graft, and corruption. Consequently, the Canadian Northern Railway and its promoters became the subject of continuing and often bitter controversy.
