About the Author: Ray McDevitt is an attorney with a San Francisco-based law firm. He has represented the United States Environmental Protection Agency and California cities, counties, and other local government agencies in lawsuits in both state and federal courts. He is an adjunct professor at the University of San Francisco School of Law, where he teaches a course in local government law.
