The United States Civil Service Commission was created by the Pendleton Civil Service Reform Act, which was passed into law on January 16, 1883, as a direct response to decades of abuse of the federal civil service system since its inception in 1789. As a result of the Civil Service Reform Act, competitive examinations rather than 'political spoils' were required to determine the qualifications of applicants for government positions. This is the first official report of the Civil Service Commission, and includes the first preliminary drafts of those examinations. 8vo, 72pp. Bound in original publisher's blind-stamped cloth, with gilt title to spine. In very good plus condition. The binding and hinges are in superb condition; pages are clean, crisp, and unmarked. The spine is very slightly sunned and lightly bumped.
