Author was "rear admiral, U.S.N., retired, sometime lecturer upon international law at the Naval War College, also author of 'The Laws and Usages of War At Sea: A Naval Code.' " Includes a section on Relationship Between Belligerent and Neutral, and an added supplementary chapter on sovereignty over air; armed merchantmen; enforcement of neutrality laws; Internment of vessels, etc. Noticeable wear at corners and at head & foot of spine. Gilt titles still clear & sharp. Extreme bottom corners of final 30 pages were dog-eared long ago; now straightened. Pages slightly but evenly toned with age. Fold-out forms at rear (Certificate of Registry; Consolidated Certificate of Enrollment and License; License of Vessel Under Twenty Tons) are intact & unused. 338 pp. plus 11 pp. index.
