Dated February 3, 1820 on upper wrapper ("Referred to the Committee on so much of the President's Message as relates to the Slave Trade"; upper wrapper). Walter Jones (1776-1861), American lawyer, US attorney for the District of Columbia (1802-21); one of the founders of the American Colonization Society (1816) and a strong opponent of secession.
