About the Author: Rogers M. Smith is the Christopher H. Browne Distinguished Professor of Political Science, associate dean for social sciences, and chair of the Department of Political Science and the Penn Program on Democracy, Citizenship and Constitutionalism at the University of Pennsylvania.
