The aliens create Mankind in their own image and put it on Earth. Later, the Vulcans discover that the entire Solar System will break up due to "mutational change." That is now occurring: Mercury and Earth's moon have disintegrated, the other planets have shifted in their orbits, and half of the Earth has been destroyed by earthquakes. But the worst is still to come. The Vulcans destroy Earth's civilization so it can be rebuilt and mankind can be conditioned to use science for peaceful purposes and curtail "the insatiable urge of Man to destroy." A deadly meteor swarm approaching the Earth activates ancient Lunar technology buried beneath Earth's surface that results in the birth of Raquilo, the last Selenite, who will save some humans from the meteor storm that millions of years ago destroyed the Moon's atmosphere, oceans and inhabitants. Meanwhile, the balance of power on Earth has shifted to Vilgarth, an arms merchant who, with stolen v-ray technology and an alliance with governments in favor of his plan, wages a world war to take over the planet. Using Lunar super science Raquilo kills Vilgarth and most of his minions and saves Earth from total destruction (only half the planet is destroyed). But, according to Raquilo, "war and disaster will continue. Peace on Earth is only a remote dream." Raquilo and his two human helpers are sentenced to death for war crimes by Earth's International Court of Justice, but escape by space ship to search for "a planet of peace."
