Sir Stafford Northcote, M.P.; lithographed from a photograph ".taken by the London Stereoscopic Company"; with a facsimile signature below; paper 8" x 11" sheet approx. overall; Stafford Henry Northcote, first earl of Iddesleigh (1818-1887) British politician, ".he was jointly responsible for one of the best-known and most typical social reforms of the century, was a financier of note, and loyally served two great tory leaders, being responsible in some measure for the success they enjoyed. Although no tory democrat in social policy, he was a genuine philanthropist. In retrospect it is clear that the very solidity Northcote represented did much to facilitate the growth of the Conservative Party at that time and its evolution into the normal British party of government. As much as any well-known tory leader, Northcote personified the mainstream of the Conservative Party which, under leaders like Stanley Baldwin and Harold Macmillan, has regularly been preferred by the electorate. Another judgement of Lord Blake's, that Northcote was a born second in command (Blake, Disraeli, 545), seems especially apt, although this may understate his true contribution to the success of his party." Stipple engraving, from series, Portraits of Members of Grillion's Club from 1813 to 1863, foxed, The Grillions Club originated in 1812 as a dining club and meeting place for political members. It took its name from the Grillions Hotel where members met from 1813. A resolution passed in 1826 established the tradition of commissioning an engraved portrait of each member. A number of the original drawings are at Killerton House, near Exeter.

[1860?] 16pp. Rebound in boards. * Sir Stafford Northcote, first Earl of Iddesleigh (1818-1887), statesman, private secretary to William Gladstone, later President of the Board of Trade, President of the Commission appointed to inquire into Friendly Societies, President of the Commission appointed to inquire into the depression of trade. Northcote defined statistics as "the science which teaches us how to observe, to classify and to record facts, illustrative of the moral and material condition of the state, which are capable of being expressed in numbers; and how to deduce from those facts the laws of the state's existence and prosperity." Northcote points out the importance of statistics in formulating programs of social reform and quotes extensively from "an able paper laid by Dr. Farr before the Statistical Congress." He discuss the returns which show a steadily increasing population and comments that the alarms of Mr. Malthus and his followers" regarding this had long since passed away.

With regard to 'lectures on the Friendly Societies', he thinks Daniell would be 'very well qualified to deliver some; but I don't think it would do for the Government to employ any one for the purpose'. He suggests he try to make 'private arrangements with some of the Literary and Philanthropic Societies', to some of which 'Ludlow' might be able to introduce him.

Paper. Etat : Good. First Edition. An Original Handwritten Letter Signed by Sir Stafford Henry Northcote to Levi Leone. Dated 1873. A letter inquiring after Levi?s paper on the incidence of Taxation on the different classes, and noting an upcoming Commons discussion. Sir Stafford Henry Northcote 1818-1887 was a British Conservative politician. He served as Chancellor of the Exchequer between 1874 and 1880 and as Foreign Secretary between 1885 and 1886 and Secretary of State for India in 1867. On Benjamin Disraeli's elevation to the House of Lords as Earl of Beaconsfield in 1876, Northcote became Leader of the Conservatives in the Commons. Levi Leone, 1821-1888. English jurist and statistician. His chief work, History of British Commerce and of the Economic Progress of the British Nation, 1763-1870, is considered to be a partisan account of British economic development. Framed. Etat : Very Good. Theobald Chartran. "Trio" (illustrateur). 1st Edition. An Original colour lithographic engraving of this group of "Politicians". 'Yet on the front bench there are men of mark. They are not however men of energy, and they disclose a marked want of appreciation of the new order of things, and a pronounced disinclination to adopt new methods of dealing with it'. Measures 10.5 x 15 inches and landscape format, not the usual portrait shape. Under glass to the right there is a closed tear, hardly noticed, later 20th century Hogarth frame, this has slight damage to top corner. Print Very Good, no marks, blemishes. 1881. Printed by Vincent, Brooks, Day and Son. Lithographers to the Queen.

See his entry in the Oxford DNB. The recipient was a barrister and legal reformer. 2pp, 12mo. Signed Stafford H. Northcote and addressed to H. Bellenden Ker Esq . In good condition, lightly aged, with thin neat strip from windowpane mount adhering to edges. Folded twice for postage. A few tiny calculations in another hand (Northcote s?) at foot of second page. Twenty lines of neatly written text. Begins: When the two banking Companies which have recently submitted draft deeds for our approval came before us, we wrote to the Treasury suggesting the propriety of having a model deed prepared. He outlines a plan for the preparation of model clauses to carry out the special provisions of the Act, and with requiring parties to insert them, leaving them to frame the rest of the deed to their liking, but subject of course to our approval in each case . He asks Bellenden to undertake this, and let us have the draft clauses, when ready, in order that we may confer with the Treasury about them. .

He asks Kempe to get him Mr Gladstone s pamphlet , and would also like to have Mr. Evans recent work about Bosnia and Herzegovina, published I think by Longman. He ends with news of his plans, and asks in a postscript: What do you say to the Revenue returns? TWO (8 September 1876): 3pp, 12mo. Bifolium. Signed Stafford H. Northcote . He will be travelling from Balmoral to Sir J. Clark s on the Monday, but it will hardly be worth while sending letters to me there, as I fancy the post arrives very late; so please address on Monday to Sir John Ogilvy s, Baldovan, Dundee, where I shall be till Friday, and then go on to Sir G. Montgomery s (Stobo, Peebles). He continues: Mr Gladstone has sent me his pamphlet: but there will be no harm in having a second copy if you have ordered one. If not, you need not get one. He instructs him to have notes kept of speeches, letters &c made or written during the vacation on the Eastern question or on other matters likely to require notice next session. Of course I don t mean every speech, but only of important ones; and only notes to show when they were made so that we can look them up in the Times if necessary. In a postscript he gives instructions regarding a letter he has signed to Mr. Armstrong .

ONE: Northcote's letter to Barnett. 7pp., 12mo. On two bifoliums, in a close hand. In good condition, in aged envelope, with red wax seal and two postmarks (one of Woodstock), addressed to 'Henry Barnett Esqre | Woodstock | Oxon.' At the time of writing Northcote was Gladstone's personal secretary at the Board of Trade. The letter begins: 'Coleridge has left town for Sessions, and will not I fear return for some time. This will account for your letter of the 1st. remaining so long unanswered. I am sure we are much indebted to you for your suggestions, by which I doubt not we shall profit. At the same time it is not very easy to make any public statement of the nature you indicate, for the University rule against the interference of the candidates with the proceedings of the Election appears to preclude the possibility of addresses from themselves; and addresses or statements by others are less satisfactory.' From his 'own knowledge of Gladstone, which is of some standing', he 'can confidently say that the one object whhich he proposes to himself in political life is theh welfare of the Church, and that his conduct will be governed entirely by considerations of what is really for her advantage'. He proceeds to discuss what he considers to be Gladstone's position on the question at length, pointing out that Barnett's talk of 'maintaining inviolate the integrity of the Church of England' is 'a phrase which different people take in different senses'. This leads to a passage on Church and State, including a reference to the 'question whether the principle of the Regium donum to Socinians should be applied in the shape of a Maynooth grant to the Roman Catholics'. He discusses Gladstone's position on 'the question of paying the priests', and states that he is enclosing 'a copy of a letter which Gladstone has recently written to an interrogator on the subject of the Priest-endowment, which will perhaps explain his views more clearly than I could do, even were I authorised to attempt an explanation which I am not'. A postscript concerns the use which can be made of the letter. TWO: Manuscript copy of letter from Gladstone to Rev. S. Price Davies. 4pp., 4to. In good condition, lightly aged. Referred to at the end of Northcote's letter. THREE: Galley proof of report of a speech by 'MR. BARNETT'. In one column, 46cm long, and paginated 385 at foot. A parliamentary report, regarding a bill brought forward by Stephen Cave, involving the Board of Trade, the Court of Chancery, and the Albert Life Assurance Office. In good condition, lightly aged. Also present is a newspaper cutting, dated in manuscript 7 August 1852, giving the result of the 'Oxford University Election'.

4pp., 12mo. In fair condition, lightly aged. Folded twice. An excellent letter, concerning a banking bill in the House of Commons, written while Hankey was briefly outside the House of Commons, and Northcote was in opposition (he would be appointed Chancellor of the Exchequer following the election the following year. Northcote has read and is returning Hankey's 'papers', and finds his argument 'sound and right, but I own to a little uneasiness as to the view the House may take of the bill, - whatever that may turn out to be, for as yet we have not been favoured with a sight of it. Very few understand the subject, or will trouble themselves to follow a train of reasoning about it'. He refers to the 'Act of 1844' i.e. the Peel Banking Act which he believes 'has only been kept alive by periodical suspensions, and that it is mali exempli to keep a law on the Statute book which has to be suspended every ten years or less. And when the authority of Lords Overstone and Halifax is brought to bear on us, - where shall we be?' He feels that the Conservatives 'must make the best fight we can; and perhaps when we see the bill we shall be able to attack it more effectively than we can defend the existing Act. I suspect that it will be easy to shew that all the evils now complained of will arise in equal force under the proposed amendment. | To say the truth, I see no solution better than that of a more complete separation of the Banking and Issue Departments, and the transfer of the latter to the Government, suppressing at the same time (or rather buying up the Country Bank Issues But there would be a difficulty in carrying this into effect.' In a postscript he states that he has shown Disraeli, then leader of the opposition, Thomson letters, 'but he had not time (nor perhaps appetite) for a Study of Currency. I think he is quite sound in his general view, but don't expect him to work up the question in detail.'.
