As per a resolution by the House of Representatives, light houses were to be built on and around the Florida coast to ensure the safety of American merchants and vessels. To that end Secretary of State John Quincy Adams was required to determine which nation was sovereign over several small islands, isles, and rocks. This correspondence, established by Commodore D. Porter, with the governors of Cuba and the Bahamas in order to determine whether the United States had the right to build light houses on those territories in question.
