Hoare war ein bedeutender englischer Politiker, der zahlreichen konservativen Regierungen der 1920er und 30er Jahre angehörte, zum Schluß als Außen- und Innenminister. Er schildert hier als Teil seiner eigenen Memoiren die englische Politik, insbesondere dessen Deutschlandpolitik bis zum Münchner Abkommen. 1940 verlor er nach Churchills Berufung zum Premierminister seine Kabinettsposition und wurde Botschafter in Spanien, wo es ihm gelang Franco vom Kriegseintritt abzuhalten.
