Boulding, Allan Brick, William Camp, Marvin Karpatkin, James H. Laird, Stewart Meacham, John Swomley, and Arlo Tatum prepared this report. The report presents the facts about conscription and argues against it on moral and political grounds. While the authors oppose a volunteer army (as all armies), they argue that a well-paid volunteer army would be economically feasible and would at least eliminate the evils of conscription.
