OCLC: 9633710 The Wisconsin Labor Relations Act was known as the "Little Wagner Act," intended to promote industrial peace by replicating the federal labor relations system at the state level. The law created the Wisconsin Employment Relations Board (WERB), which was intended to encourage mediation of industrial disputes and included an extensive list of unfair labor practices by employers. Wisconsin thus became the first state to adopt a labor relations act.
