This is one of five reports of the National Advisory Committee on Criminal Justice Standards and Goals. Governor Brendan T. Byrne of New Jersey was Chairman of the Committee. Charles S. House, Chief Justice of the Connecticut Supreme Court, was named Vice-Chairman. The Task Force Chairmanof this work was Jerry V. Wilson and the Vice Chairman was Susan Truitt. Members included Benjamin O. Davis. This work was performed under the auspices of the Law Enforcement Assistance Administration (LEAA).
