Wurde vor allem als Verfasser der humoristisch-satirischen Wiener Spaziergänge (6 Bände, 1869-86), die zuerst in der Presse, dann in der Deutschen Zeitung, ab 1873 in der Neuen Freien Presse erschienen, deren Redaktionsmitglied er war, bekannt. Trat gegen politische und soziale Missstände auf. "Die bisher vorliegenden drei Bände enthalten 194 Feuilletons Spitzers, von denen 111 bisher noch nie in Buchform erschienen sind. Der 1.
