This enquiry into sanitation was the brain-child of lawyer, Edwin Chadwick (1800-1890) who led a team of commissioners who traveled the country trying to document the lives of the poor that resulted in these 24 papers. This damming indictment of society was a cause of great debate and six years later the Public Health Act was passed. A nice copy of this scarce 1st edition.
