Understanding our climate is one of the major problems of the late twentieth century. The possible climatic changes resulting from the rise in atmospheric carbon dioxide and other trace gases are of primary interest and the ocean pla. ys a ma. jor role in determining the magnitude, temporal evolution and regional distribution of those changes. Because of the poor observational basis the ocean general circulation is not well understood. The World Ocean Circulation Experiment (WOCE) which is now underway is an attempt to improve our knowledge of ocean dynamics and thermodynamics on global scales relevant to climate change. Despite those efforts, the oceanic data base is likely to remain scarce and it is crucial to use appropriate methods in order to extract the maximum amount of information from observations. The book contains a thorough analysis of methods to combine data of val'ious types with dynamical concepts, and to assimilate data directly into ocean models. K. Y onge Laboratory School. This interest was sparked when it became apparent that testing the success of an education program required more skills than just statistics and research methods. After pursuing additional formal schooling, I embarked on a career featuring educational program evaluation as its central thrust--as a private consultant, later in a university health sciences center involving seven academic colleges, and then in the Cooperative Extension Services of Florida and Maryland. Rent seeking, the use of resources in actually lowering total product although benefiting some minority, is, unfortunately, a major activity of most governments. As a result of this, I have stumbled on a puzzle. The rent-seeking activity found in major societies is immense, but the industry devoted to producing it is nowhere near as immense. In Washington the rent-seeking industry is a very conspicuous part of the landscape. On the other hand, if you consider how much money is being moved by that industry, then it is comparatively small. The first question that this book seeks to answer is: How do we account for the disparity A second problem is that almost all rent seeking is done in what superficially appears to be an extremely inefficient way. I recently got estimates of the net cost to the public of the farm program and its net benefit to the farmers. The first is many times the second. Indeed, it is not at all obvious that in the long run, today's farmers are better off than they would be if the program had never been implemented. One is the International Congress on 'MHD Power Generation', held every four years, which includes technical and economical aspects as well as scientific questions. In addition to these well established meetings, an IUTAM Symposium was previously organized in Cambridge (UK) in 1982 on 'Metallurgical Applications of MHD' by the late Arthur Shercliff. It was focussed on a very specific subject developing radiply from the middle of the 1970's. Few collections of material in the general area of philosophy of social science would be considered complete unless they contained at least one of Watkins's many contributions to the discussion of this issue. In 1957 Watkins published the flrst of a series of three papers (1957b, 1958d and 196Oa) in which he tried to codify and rehabilitate metaphysics within the Popperian philosophy, placing it somewhere between the analytic and the empirical. He thus signalled the emergence of an important implica tion of Popper's thought that had not to that point been stressed by Sir Karl himself, and which marked off his followers from the antimetaphysical ideas of the regnant logical positivists. In 1965 years of work in political philosophy and in the history of philosophy in the seventeenth century were brought to fruition in Watkins's widely cited and admired Hobbes's System of Ideas (1965a, second edition 1973d). The conference was the inaugural event for Wharton's Center for Research on Risk and Insurance. In atten dance were thirty-nine representatives from Australia, Canada, France, Germany, Israel, the United Kingdom, and the United States. The papers presented at the Conference are published in two volumes, this book and a companion volume, Classical Insurance Solvency Theory, J. D. Cummins and R. A. Derrig, eds. These papers represent methodology advances over prior efforts at operational modelling of insurance companies.
