Therefore, the United Nations and the Heads of State of almost all the world's countries represented at the Summit for Children in 1990 adopted resolutions to eradicate the disorders induced by iodine deficiency (IDD) by the year 2000. For geological and socio-economic reasons, most of the populations affected by iodine deficiency disorders live in isolated and usually mountainous areas, in pre industrialized parts ofthe world. The problem of iodine deficiency in Europe has been greatly underestimated in the last decades. After the remarkable studies on the effects of iodine deficiency and their prevention and correction in Switzerland, IDD was generally considered no longer a significant public health problem in Europe. However, surveys carried out in the early 1980's under the auspices of the European Thyroid Association, clearly demonstrated the persistence of moderately or even severely affected areas. These surveys also highlighted the lack ofinformation about large parts ofEurope, especially its eastern part. It is only quite recently, following major changes in international relations and thanks to the support of UNICEF, WHO, the International Council for the Control of Iodine Deficiency Disorders and the European Thyroid Association, that more extensive surveys have been conducted in several parts of Europe hitherto almost unexplored. In a sense, this book grew out of two questions: Why hasn't the United States had a second revolution Or is the revolution yet to come Many have discussed the current crises that confront contemporary society, such as great economic inequalities, poverty, the declining quality of jobs, the growing power of corporate elites, and racial antago nisms. I attempt to understand these problems in terms of the radical restructuring of social life by economic and spatial forces. My specula tive thesis is that social organizations must reinforce social contracts and nurture the opportunities for them to be forged. However, contemporary organizations, particularly economic ones, have internalized the princi ples of economic markets, thereby inducing competition and easing out cooperation. In defining social contracts, I draw from Rousseau and also from Marx and his analysis of use value. One hopes that new organiza tional forms based on principles of democracy and community will evolve. Philosophical speculation is out; data collection is in. In many ways this has been a very positive trend. Cognitive science (Mandler, 1985) has given us scientific analyses of a variety of intelligent behaviors: short-term memory, language processing, vision processing, etc. And thanks to molecular psychology (Franklin, 1985), we now have a rudimentary understanding of the chemical processes underlying personality and mental illness. However, there is a growing feeling-particularly among non-psychologists (see e. g. Sommerhoff, 1990) - that, with the new emphasis on data collection, something important has been lost. Very little attention is paid to the question of how it all fits together. The early psychologists, and the classical philosophers of mind, were concerned with the general nature of mentality as much as with the mechanisms underlying specific phenomena. But the new, scientific psychology has made disappointingly little progress toward the resolution of these more general questions. One way to deal with this complaint is to dismiss the questions themselves. After all, one might argue, a scientific psychology cannot be expected to deal with fuzzy philosophical questions that probably have little empirical signifi cance. Therefore, in a few words, analog circuits are becoming complex and specialised interfaces between the real world and digital signal processing domains.
