Second edition of the author's major treatise on political economy, in which he anticipates many of the initiatives of the modern welfare state. Although previously a follower and codifier of Adam Smith's laissez-faire economics, Jean Charles Léonard Simonde de Sismondi (1773-1842) advocates for strong governmental regulation of economic activity. Reacting to Britain's economic depression in the aftermath of the Napoleonic wars, Sismondi proposes state-controlled wages and working hours, institutional allowances for illness and unemployment, and profit-sharing within private enterprises. The publication of the first edition in 1819 sparked considerable debate, with such figures as Torrens and McCulloch criticising Sismondi's interventionist stance. In the second edition, Sismondi emphasises more firmly his intellectual independence: "I cast doubt on principles considered settled - I disturbed a science which, by its simplicity, by the clear and methodical deduction of its laws appeared as one of the most noble creations of the human mind; finally, I attacked an orthodoxy, a dangerous undertaking in philosophy as well as in religion. I called for the intervention of the state to regulate the progress of wealth, instead of reducing political economy to the simplest, and apparently most liberal motto of laissez-faire et laissez-passer" (quoted in Hogan, p. 127). Sismondi has been acknowledged as the "first liberal in [the] modern sense" for the interventionist principles that he articulates in the Nouveaux principes (Spiegel, pp. 302-3). His analysis of class struggles in the shadow of free-market capitalism was taken up by such figures as "Owen, Fourier, Proudhon and Hobson; Marx and Lenin; and some see him as a precursor to J. M. It is the first work to use the terms "proletariat" and "class struggle" in their modern sense. Although previously a follower and codifier of Adam Smith's laissez-faire economics, in this text Jean Charles Léonard Simonde de Sismondi (1773-1842) advocates for strong governmental regulation of economic activity. This regulation includes state-controlled wages and working hours, with institutional allowances for illness and unemployment, and profit-sharing within private enterprises. The ultimate aim of Sismondi's argument is to secure a greater parity between the overall product of a nation's economy and the purchasing power of its citizens to consume that product - in short, to secure a greater balance between national production and consumption. Sismondi grounds his proposals in an analysis of the fundamental struggle between the bourgeoisie and the proletariat in an unregulated state of free market capitalism. His use of the terms "proletariat" and "class struggle" in this analysis precedes the work of Marx and Engels by over 20 years. Sismondi has been acknowledged as the "first liberal in [the] modern sense" for the interventionist principles that he articulates in the Nouveaux Principes (Spiegel, pp. 302-303). His analysis of class struggles in the shadow of free-market capitalism was taken up by such figures as "Owen, Fourier, Proudhon and Hobson; Marx and Lenin; and some see him as a precursor to J. M. Keynes" (Stewart, p. 233). While his theories of economic equilibria are often grouped with Thomas Malthus's better-known Principles of Political Economy (1820) - most notably by Marx - Thomas Sowell argues that "Malthus added little to what Sismondi had already said on equilibrium aggregate income" (Sowell, p. 104).
