Philipp Wilhelm von Hörnigk (1640 - 1714), geboren in Frankfurt am Main, gehört neben Johann Joachim Becher und Wilhelm von Schröder zum »Dreigestirn der äIteren Kameralisten«. Sein ökonomisches Hauptwerk »Oesterreich über alles« kann als die meist gelesene Schrift seiner Zeit gelten: Das 1684 anonym veröffentlichte Buch erlebte zahlreiche Neuauflagen. Hörnigk entwirft darin, gestützt auf seine umfassenden wirtschaftsgeographischen und technologischen Kenntnisse, ein Programm zur Förderung der wirtschaftlichen Entwicklung nach dem Ideal des Merkantilismus. Um dieses Ziel zu erreichen, müssen ungenutzte Ressourcen ausgebaut, die Arbeitsproduktivität gesteigert, die Arbeiter geschult, die einheimische Industrie gefördert, die Ausfuhr von Fertigwaren begünstigt, jene von Rohstoffen eingeschränkt werden. Hörnigk faßt Wirtschaft und Staat stets als einen Organismus auf, mit dem Kaiser als »Haupt«, den Ländern als »natürlichem Leib« und Gold und Silber als dem »besten Geblüt«. »Hörnigk tritt in seinem Buch - einer Schrift mit einer ausgesprochen politischen Note - für eine nationale Wirtschaftspolitik ein mit dem Ziele, für Österreich eine autarke Wirtschaft zu verwirklichen«. Hoernick fasste in diesem Buch "erstmals die habsburgischen Territorien als zusammenhängenden Wirtschaftsraum auf und legte damit den Grundstein für die absolutistische Wirtschaftspolitik im 18. Jahrhundert" (Wikipedia). Der Titel inspirierte noch Jahrzehnte später August Heinrich Hoffmann von Fallersleben zur Eingangzeile des Deutschlandliedes. Die Beibindung (Erstausgabe 1708) ist Hoernigks letztes Werk und enthält ausführliche Quellentexte.
