Appears to be Ronald George Juta Fraser, b. 1899, author of a 1926 Aberdeen Thesis (D.Sc.): Some aspects of the theory of space quantisation in a magnetic field. - Here, Fraser particularly thanks Professor Otto Stern of the Hamburg Institute for Physical Chemistry, where he worked for three years. Stern (1888-1969, Nobel Prize for chemistry, 1943). Stern's Nobel Prize speech was entitled "The Method of Molecular Rays".
