Ravi Jain (Cincinnati, OH) is Professor of civil and Environmental Engineering an at the University of Cincinnati.

L. V. Urban is a professor in the Department of Civil Engineering at Texas Tech University, where he also serves as director of the Water Resources Center. His professional expertise lies in the areas of water resources, environmental engineering, and environmental impact analysis.

Gary S. Stacey is a senior economist for the Battelle-Europe Centres de Recherche in Geneve, Switzerland, and has more than 25 years’ experience in the fields of economics and economic impact assessment.

Harold Balbach (Champagne, IL) is a senior research scientist and research program manager in the Environmental Sustainment Laboratory, U.S. Army Construction Engineering Research Laboratories, in Champaign, Illinois.
