This is an investigation into the mechanisms of change and how these have an impact on the institutional processes in the Soviet Union. These processes are defined with a view to establishing how much inertia exists and why, and to what extent they may to responsive to the requirements of perestroika. It seeks to establish the constraints on, and limitations of, perestroika, as well as looking at the penalties of failure and the effects on the "system" as a whole. John Hemsley is also the editor of "Soviet Troop Control".
