In selecting readings for this book, I have endeavored to draw upon works that take cognizance of this fact without sacrificing the analysis of fundamental principles of international economics. The objective has been to serve the interests of teachers, students, and government officials for the long term rather than for the short run. Cogency, relevance, and basic principles were, therefore, given high degrees of priority. An important aim of the book is to provide a complement to textbooks in international economics.
