Paul M. Maniscalco PhD (c), MPA, EMT/P is a deputy chief paramedic for Fire Department, City of New York EMS Command; an adjunct assistant professor with George Washington University, School of Medicine and Health Sciences; and a past president of the National Association of Emergency Medical Technicians. His previous commands in New York City have included Manhattan, the Bronx, Brooklyn and Staten Island, Communications, Division of Training, Office of the Chief of the Operations, and Commanding Officer of the Special Operations Division. Chief Maniscalco has over 25 years of EMS and fire service response, supervisory, and management experience.
Paul has lectured extensively internationally and is widely published in academic and professional journals on emergency medical service, fire service, special operations, public safety, and crisis and consequence response to acts of terrorism and national security issues. He is the co-author of the Brady textbook, The EMS Incident Management System: EMS Operations for Mass Casualty and High Impact Incidents, a contributing author to the Chemical and Biological Arms Control Institutes' Hype or Reality? Chief Maniscalco is a member of the U.S. Department of Defense, Defense Science Board, Transnational Threat Study; the Center for Strategic and International Studies―CBRN Terrorism Task Force; the Department of Defense, Interagency Board (IAB) EMS/Medical Working Group; an advisor to the Defense Advanced Research Project Agency; and is an appointee to the congressionally mandated National Panel to Assess Domestic Preparedness (Gilmore Commission). Paul also holds an appointment to the Harvard University, John F. Kennedy School of Government and Department of Justice Executive Session on Domestic Preparedness, a three-year panel examining the issues of responding to acts of terrorism.
Paul M. Maniscalco earned his baccalaureate degree in public administration―public health and safety from the City University of New York, a master of public administration-foreign policy and national security from the New York University Wagner Graduate School of Public Service and is presently a candidate for a doctoral degree in organizational behavior with a specialization in disaster management.
Hank Christen, MPA, EMT, is the director of emergency response operations for Unconventional Concepts Inc. He was previously a battalion chief for the Atlanta Fire Department, and director of emergency services, Okaloosa County, Florida.
He was the unit commander for the Gulf Coast Disaster Medical Assistance Team and responded to national level disasters including multiple hurricanes, wildfires, and the 1996 Olympics.
He is a member of the U.S. Department of Defense, Defense Science Board, Transnational Threat Study and has served on the Department of Defense, Interagency Board (IAB) EMS/Medical Working Group and as an advisor to the Defense Advanced Research Project Agency. He is currently a member of the Executive Session on Domestic Preparedness, John F. Kennedy School of Government, Harvard University.
