It focuses on the obstacles to planning and problem-solving that can arise as a result of the unconscious strategies workers adopt to deal with the psychological structure of their own organisation. Combining interviews of planners and public administrators with an analysis of the psychological dynamics at play in their work place, the author formulates a theory for understanding the nature of problem-solving and concludes with recommendations for dealing with barriers to effective problem-solving.
