This is the first report of an independent, national, multi-disciplnary committee; it reviews progress in public health in the UK over the last decade, and outlines a national strategy for the next. The public responsibilities of government and national agencies are identified, as are those of health and local authorities. The committee was chaired by Professor Alwyn Smith and was jointly sponsored by the King's Fund, the Health Education Council (now Authority), the London School of Hygiene and Tropical Medicine, and the Scottish Health Education Group.
