The author focuses on the critical developments, technological in particular, which are currently posing a threat to the nuclear non-proliferation regime. Crucial technologies affecting nuclear weapon proliferation and their potential ramifications for the nuclear non-proliferation regimes as a whole are examined and potential policy options which could ameliorate or eliminate the resulting dangers are analysed and assessed.
Developments and problems raised by the Iraqi and North Korean nuclear programmes receive special attention. In particular, recent efforts in strengthening export control regulations on nuclear and dual-use technology and equipment and in improving nuclear safeguards are described and their impact analysed. Of lasting relevance in the non-proliferation context, this book is of particular relevance in the light of the indefinite extension of the Non-Proliferation Treaty.

There has been little new published over the past few years, which makes this SIPRI study by Richard Kokoski especially welcome ... the book is extensively referenced and includes a number of useful tables and figures. The author, the editorial team and the institute should be congratulated for producing such a useful publication and, as ever, at a reasonable price. (International Security Digest)
The Gulf Conflict brought about a new tool in anti-proliferation efforts ... How far these went in uncovering the mysteries of the Iraqi nuclear programme for enriching Uranium and Plutonium is well documented in this reference publication authored by Kokoski in a comprehensive manner ... a very useful and readable book ... It is especially relevant for non NPT states to draw lessons from Iraq and North Korea. (RUSI Journal)
This is a splendid book. It is clearly and fluently written, thought-provoking, measured and scholarly. It begins with an excellent glossary and a comprehensive list of acronyms ... An excellent read. (International Affairs)
The work by Richard Kokoski is written in the best SIPRI tradition. (NOD & Conversion, No. 38, August 1996)
he offers a valluable assessment of the requirements for facility detection, controls on dual-use exports and the proper financing of the IAEA inspectorate (Michael Pugh, University of Plymouth, Political Studies, Vol. 45, No. 2, June '97)
... is a highly-illuminating account of how the spread of crucial technologies relevant for the prosecution of fissile materials could be used by nations or groups of individuals to make nuclear weapons ... Written in a reserved and understated style, this book is highly readable, clear, comprehensive, and it is an important examination of the concrete steps that are now being taken to prevent further nuclear proliferation. A balanced combination of physics and international relations, this should appeal to anyone who is interested in preventing the spread of nuclear weapons (Nadine J. Gurr, European Security Vol.6 No.2 1997)
