David Schine. At the heart of the issue were charges by Secretary of the Army Robert Stevens that McCarthy and other members of his staff, namely Roy Cohn and Francis Carr, had engaged in improper conduct in an attempt to pressure Stevens into giving Schine preferential treatment while he served in the United States Army during the Korean War. The hearings and the media frenzy that followed them revealed deep political divisions between McCarthy and the US Army at the height of the Cold War, shone a light on the tactics used by McCarthy and his allies in their investigations of alleged Communist infiltration of the State Department, and ultimately led to a significant decrease in McCarthy's influence within the Senate and the US public.
