When the first annual appropriation for the support of free public evening schools was made in 1873, the apportionment was entrusted to the Board, as was also the apportionment of the appropriation for free public libraries, first made in 1875. In a general way the legislation for supporting evening schools and free public libraries was of a new type; theretofore the apportionment Of appropria tions for public education had been determined by ratios specified in the statutes. While there had been in the seventy years from 1800 to 1870 a tendency to establish ratios in accord with a policy gradually developed of disbursing public school money with emphasis upon the need for support, attempts to solve this diffit problem of school administration had followed the line Of refining ratios and rigid insistence upon an ultimate distribution reaching to the school district and the school as the primary units in the school organization. The evening school law, partiarly, indicated a purpose to seek a solution of the problem of apportionment by disregarding the past, and the inclination Of the General Assembly to strengthen the State Board of Education by entrusting to it the exercise of substantial functions. The precedent thus established has been followed in laws providing state support for high school education, special aid for deficient schools, and support for vocational and industrial education, medical inspection, superion, and traveling libraries.
