Paperback. Etat : New. Print on Demand. This book recounts the history and administration of the Inland Waterways Corporation, a government-owned barge line operating on the Mississippi and its tributaries. The author, a public administration professor, evaluates its operations against the backdrop of waterway transportation policy in the U.S. from 1918 to 1935. He delves into the long-standing debate over the cost-effectiveness of inland waterway transportation versus other modes like railroads. The author examines the original mission of the Inland Waterways Corporation at its 1924 inception: To offer a transportation alternative that would create competition against railroads and simultaneously demonstrate the viability of inland waterways transportation. The book reveals the subsequent complex relationship between this public corporation and the incumbent railroads as each vied for market share. The author discusses the influence of government mandates, regulation, and economic shifts on the corporation's operations. The book highlights the internal challenges the corporation faced in achieving administrative integration and efficiency, particularly during the early stages of its existence. The author provides an analysis of the corporation's successes, such as the introduction of revolutionary vessel designs, and its shortcomings, such as financial losses incurred during the 1930s. The book concludes by exploring how these lessons can inform future policy decisions about inland waterway transportation, the role of government-owned corporations, and the broader transportation landscape of the country. This book is a reproduction of an important historical work, digitally reconstructed using state-of-the-art technology to preserve the original format.
