The suspension was in response to widening economic disparities and the risk of specie leaving the country to pay foreign debts. The book argues that the banks were ill-prepared to resume regular specie payments because their liabilities and assets were not properly aligned. However, the specie they did have was needed to support the state's economy, which was in a weakened state due to the failure of the previous two corn and wheat harvests. The book explores the idea that banks are an integral part of their community's economy and ought to be protected by the government during times of economic hardship.
