The author examines an act passed in 1853 that set aside a portion of provincial lands as a fund for local improvements funded by the proceeds from these property sales. The author considers how the fund operated from the date of the act's passage until the present day, particularly its relation to the Township of Proton, and shows that the act diverted money meant for public improvements into the general fund, depriving the Township of Proton of needed resources. The book goes on to place this issue within the larger context of the legal battles between the Dominion and Provincial governments over distribution of these funds. The author ultimately shows how the township's inhabitants were denied monies owed to them, and in doing so, provides insights into the ongoing tensions between local and provincial governments over funding.
