The main focus of his letters is to bring about reform in the way that relief was given to the poor, and he makes several suggestions of how to do this, as outlined in the Circular Letter that forms the main contents of the book. Providing a critique of the existing system, the author argues that the best way to help the poor is to establish local organizations with committees that would supervise the distribution of funds. He also argues that the clergy ought to be relieved of their involvement in the distribution of funds so that they could focus on their spiritual duties. The authorâs hope is that with these reforms, relief could be given in a more discriminating manner that would lead to the recipients becoming self-supporting and self-respecting.
