The author provides extensive financial information to demonstrate the need and makes his case based on the principle of fairness. In the second part, the author continues to argue for the financial independence of the Montreal campus. The third part of the book is a response to objections and concludes with an appeal that the reallocation of funds for the Montreal campus would lead to greater prosperity and influence for Laval University overall.
