This book, written shortly after the turn of the 20th century, decries the devastating effects that the three-year French military draft imposed on French society. The author argues that by removing young men from their families and professions for the better part of three years, it sabotaged the nationâs economy, agriculture, culture, and demographics. The author contends that France's military and political leaders were aware of these destructive consequences, yet chose to maintain the lengthy conscription as a tool of social control. Despite a law passed in 1889 that was supposed to make military service more equitable for all Frenchmen, the author charges that the government ignored its own legislation and allowed widespread exemptions and privileges for the wealthy and well-connected. According to this book, although French military leaders were quick to tout their devotion to la patrie, their actions, particularly their resistance to reducing conscription terms to one year, proved otherwise. The work concludes that only by acknowledging the failures of the existing draft system and embracing a one-year term of service could France reverse its course of decline, both militarily and socially.
