In this early 1900s investigation into labor conditions in the Cape Colony, a Select Committee of the Legislative Council reports on working conditions in factories in the Cape Colony. The Committeeâs report, following months of testimony from factory workers and employers, reveals both progress and ongoing concerns for the treatment of workers as the region transitions from cottage industry to factory production. Conditions in Cape Town factories in particular receive attention, revealing dangerous conditions and the widespread practice of âsweating,â where laborers worked long hours at home in unhealthy conditions to fulfill often-urgent orders from large tailoring and dressmaking businesses. Further, the Committee notes the low wages paid to many workers, especially women, and the lack of opportunities for young people. The Committeeâs final report included recommendations that would form the basis of the Cape Colony's first Factory Act.
