It delivers an overview of the scale and nature of the work carried out by the Commission since it began operations in 1847. New York received over 27% more immigrants than the previous year, with more than 90% of the total entering the country via New York. These figures continue to show a rise in the number of immigrants entering the United States after a prolonged period of diminished immigration. Most of these were from Germany, Ireland, and England. The report also discusses issues connected to the long and difficult transatlantic journeys undertaken by immigrants. It notes that the ships were often overcrowded and unsanitary, leading to numerous cases of sickness and death. The Commission raised concerns about the lack of proper medical care and provisions on the ships. In some cases, this negligence was found to be deliberate, with the charterers of the ships providing substandard food and water to maximize profits. The report stresses the need for stricter regulations and better enforcement of existing laws in both Europe and the United States to protect the welfare of those undertaking this arduous journey.
