It includes a detailed examination of the procedure and legal hurdles that had to be overcome to effect the change from a first-come, first-served basis of water appropriation to a state-controlled system. The book also includes historical overview, placing these developments within the broader context of water law and policy in the American West. It examines the challenges faced by the commission as it worked to implement the new regulatory scheme, including conflicts between appropriators and riparian owners, as well as competing demands for water between different users.
