Starting with a review of the varying laws for water use across 'irrigation states', the author focuses on California from 1916 - 1918, a period in which California's state legislature amended its water commission act to bring it in line with those of Oregon and Nevada, to ensure all new appropriations of water were controlled and accounted for by the central office. The book provides an analysis of several related pieces of legislation with the backdrop of court cases which upheld the constitutionality and validity of water right laws. It includes a detailed examination of the procedure and legal hurdles that had to be overcome to effect the change from a first-come, first-served basis of water appropriation to a state-controlled system. The book also includes historical overview, placing these developments within the broader context of water law and policy in the American West. It examines the challenges faced by the commission as it worked to implement the new regulatory scheme, including conflicts between appropriators and riparian owners, as well as competing demands for water between different users.
