In a recent paper Mungall compares and discusses differences between time scales which do or do not use a primary standard, and points out the problems in the latter time scale. It was also suggested in a recent conference [5] that a study be conducted on how to have concurrently both an accurate and uniform iat scale (the International Atomic Time scale). In order to accomplish this, a primary standard must be tightly related to the generation of the time scale, namely it must be used to calibrate periodically secondary standards (or clocks) of lower accuracy. Periodic calibration is usually necessary because the primary standard can be operated only for brief periods and because frequent re-evaluations of its accuracy are necessary.

In this paper, we predict the time change for each clock between calibration intervals ''by filtering calibrated frequency data and derive a matrix equation for the optimum filter response functions which make the mean square predicted time error a minimum. We apply these results to the generation of a time scale from several clocks. We find that we can predict the correct time with quite a small error using a small number of clocks (even one), and thus generate a time scale whose accuracy is limited by the accuracy of the primagy sta''ndard-the best case.
