Davila, both of whom describe similar circumstances in their respective jurisdictions. Claxton emphasizes that the indigenous peoples of Alaska lack funds to combat the crisis while Davila describes the legislative efforts made to appropriate emergency funds to alleviate the suffering of Puerto Rico's people, including donations from senators and other private citizens.
