This book tells the story of an act passed by the South Carolina General assembly in 1878 to establish the debt of Charleston County and to pay the expenses incurred in doing so. The act created a commission to investigate and report the county's true and real bona fide indebtedness, which was found to be $146,417.69. The act authorized the county commissioners to issue certificates of indebtedness to the creditors of the county, and to levy a special tax to meet the certificates as they became due and payable. The act also provided for the payment of expenses incurred in carrying out the act, including compensation for the commissioners, the county treasurer, and the auditor. The act is significant because it provided a way to fund the county's debt and to pay the expenses incurred in ascertaining the debt. The act also established a process for challenging the findings of the commission, which allowed creditors who were dissatisfied with the commission's findings to seek relief in court.
