This book examines the constitutional and administrative position of the Statthalter, or Imperial Lieutenant, in the Reichsland of Alsace-Lorraine, a German imperial territory established after the Franco Prussian War. The author traces the legal and historical development of the Statthalter's dual role as both the Emperor's personal representative (Landesherren) and the head of the territory's government (Minister). The author argues that while the Statthalter technically possessed the authority to exercise certain sovereign powers delegated by the German Emperor, the practical limitations of this delegated authority and the Statthalter's dependence on the Emperor's will rendered his Landesherren role largely symbolic. In contrast, the author contends that the Statthalter's role as Minister, overseeing the administration of the Reichsland, was of primary importance. The author supports this interpretation by examining the relevant laws, parliamentary debates, and historical documents. The book provides valuable insights into the complex relationship between the German Empire and its newly acquired territory, and sheds light on the legal and administrative challenges faced by the Statthalter in governing a region with a distinct cultural and political identity.
