This text examines the relationship of regionalism to universalism, the interconnection between Intergovernmental Organizations (IGOs) and International Nongovernmental Organizations (INGOs), and the continuities between national and multinational foreign policy making in the post-Cold War world. While the commitment in this study is to comparative analysis, the historical, legal, structural-functional, and decision making approaches are also employed. The book underscores the pluralism of the world community, its decentralized nature, and its resistance to system and order. This revision was occasioned by the tremendous changes that have occurred in the field of international organizations in the last eight years. Scholars, teachers, and especially students, will benefit from the comparative approach utilized here.

WERNER J. FELD is UNO Distinguished Professor Emeritus of Political Science, and Director of the Institute for Comparative Public Policy at the University of New Orleans. Dr. Feld is the author of numerous publications, including American Foreign Policy: Aspirations and Reality (1984), Congress and National Defense (with John K. Wildgen, 1985), Arms Control and the Atlantic Community, and The Future of the European Security and Defense Policy (1993). In addition, Dr. Feld is the author of more than sixty articles in various journals. He is currently Adjunct Professor at the Graduate School of International Studies, University of Denver.
ROBERT S. JORDAN is Research Professor of International Institutions, Professor of Political Science, and Senior Research Associate of the Eisenhower Center, at the University of New Orleans. He is serving in 1992-94 as Visiting Professor of International Relations at the U.S. Air War College. Dr. Jordan's most recent publications include: Alliance Strategy and Navies: The Evolution and Scope of NATO's Maritime Dimension (1990), Europe and the Superpowers: Essays on European International Politics (1991), and Generals in International Politics: NATO's Supreme Allied Commander, Europe (1987).
LEON HURWITZ is Professor of Political Science at Cleveland State University. His previous books include The Harmonization of European Public Policy: Regional Responses to Transnational Challenges (1983), The European Community and the Management of International Cooperation (1987), and The State of the European Community (1991).
